IV. EXPERIENCE:
I have extensive experience in multi
organizational management, including emergency preparedness, humanitarian
relief, and management of emergency accidents and health crises at the national
and regional levels. I am also experienced in managing health system
operations under the most difficult situations of war and civil unrest
including civil military coordination operations. Additionally, I am a
consultant in Trauma and Orthopedic Surgery. My work as a senior official at
the Ministry of Health / government of Iraq, has added to my planning and
management skills.
I served in the Iraqi armed
forces as an active duty officer / Military medical affairs until reaching the
rank of a Brigadier General, The last position I held was the Chair of the
Orthopedic & trauma department in the base hospital in Baghdad, called Hammad Shehab teaching hospital
(Walter reed equivalent).
I also worked as a clinical
professor of orthopedic surgery in Alanbar University
Medical School; I was the only board certified orthopedic surgeon in the
department in 1995-1996 scholastic years and as a clinical professor/ external
examiner at Baghdad Medical School and Almustansiryah
Medical School in Baghdad Iraq.
I was in charge of post graduate
training programs at Hammad Shehab
teaching hospital for orthopedic surgery board certification in 2000-2003. Some
of many skills I master in orthopedic surgery are Bone lengthening procedures
and extensive bone gaps management by bone carrying technique.
During my position as Director
General of Technical Affairs and Medical Operations at MOH / Iraq, I supervised
the work of all specialized Advisory Services in the Ministry of Health. I
supervised secondary and tertiary care programs across Iraq particularly
emergency medical services including Ambulance services. I was the Ministry of
Health coordinator of emergency preparedness and humanitarian relief activities
for the period May 2003 – June 2005.
My experience has extended lately to
more global and strategic levels after joining the Military-Civil Affairs
Committee, Under Secretary of Defence (Health
Affairs), USA on 2006 and the Committee to
Implement the International Component of the Pandemic and All Hazards
Preparedness Act, under the Assistant Secretary of Preparedness and Response,
Department of Health and Human Services (HHS), USA on 2007.
I have vast experience & deep
understanding of Iraq, Arab, Middle East & Islamic social,
cultural, political values & also how conflicts developed
across history of the Middle East.

VII. COORDINATION AND JOINT WORK
WITH OTHER AGENCIES:
I worked closely with other sectors
in the Government of Iraq and with UN, International Agencies and donors. I
have coordinated collaboration on reconstruction projects with several partners
and donor agencies. I represented the Ministry of Health in all multi-sectoral efforts in the area of emergency preparedness and
relief.
